  • 3 c Whole-wheat flour
  • 7 c All-purpose flour
  • 6 T baking powder
  • 1 1⁄2 T Salt
  • 1 1⁄2 t Cream of tartar
  • 1⁄4 c Sugar
  • 2 c -Shortening
  • 2 c Instant non-fat dry milk
