1. Combine sygar and cocoa in a small saucepan.
2. Stiri in water.
3. Cook and stir over medium heat until mixture comes to a boil.
4. Reducei heat and boil gently for 3 to 4 minutes.
5. Remove from heat.
6. Stir in margarine and vanilla.
7. Cool. Makes about 1 1/3 cups.
